Nope, that's a correct usage of "restricted to."

I can see it going either way. I'd suggest a complete rephrasing for clarity, but it's too late at night for me to suggest what that rephrasing might *be*.

okay. but since it is also *confusing*, might we consider changing the phrasing to not only bring it in line with the other 18+ warnings and documentation (all of which are going with the "you can't see this if you are 18 years of age or less") but also to make it something the average reader won't trip over, as I did?

Agreed; this is technically correct. Substitute "limited" for "restricted" and the intended meaning might be clearer.

Suggested rephrasings:

"Exclude all age-restricted content"
(since NSFW is technically not considered age-restricted content on Dreamwidth, as I understand it)

"Exclude all restricted content marked 18+"
(can substitute synonyms for "marked" if it would be more in line with other site text)
