It says: "Exclude content restricted to people age 18 and older" Should be: "Exclude content restricted to people age 18 and YOUNGER"

Nope, that's a correct usage of "restricted to."

Yeah. That's certainly confusing if not actually wrong. Rip it out and reword it entirely.
