Caps edit

We've just made two changes to the caps file (who can do what):

* All users (not just paid users) can now post by email.

* Userpic limits upped: free users get 15, paid users 100, premium paid 250

Requesting documentation thereof!

A note: I'm a free user with oodles of currently inactive userpics. Fifteen of them are not marked as inactive (as it should be) - but in the drop-down on the quickreply comment form, only six appear. All of them appear on the full comment form.
